Each of the 51 state guides listed here (state laws/taxes
guide chapter only, for each) are written by Michael D. Jenkins,
J.D., C.P.A., author and technical editor of the million-selling book
series, Starting and Operating a Business in ....(California,
etc.)..., for each of the 50 states and D.C. The author
has re-acquired the rights to the Starting and Operating a Business
in ... book series and will be re-publishing (in an electronic
"smart book" format) all 51 of the state editions of that series at
some time in the next year. All 51 state editions (for 50 states
and the District of Columbia) have been fully updated in the last 12

The author has also re-acquired the rights to publish the Small
Business Advisor software program, formerly published by Ronin
Software as an MS-DOS program, with its content licensed to a major
software company that published it as a Windows ® program from 1997
until recently. It has also been updated, expanded, and reissued as a
Windows ® program, integrated with the S&O book series.

months. Several updated state chapters as well as over 40 older chapters
from 1999 or 2000 editions are provided below as a free public service

them, to obtain the updated (2007-2008) editions for most of the states.

but very little of it provides specific information for the individual
states. We think you will find our state-by-state summaries of state
laws, taxes, and startup assistance we are providing here to be the most
useful and comprehensive source of free or inexpensive
state-specific small business information to be found on the Internet. If
